Abstract (English):
This work is the theses of the author's speech (in an expanded version) at the Round Table organized by the St. Petersburg City Committee of the Communist Party of the Russian Federation and the Petrovskaya Academy of Sciences and Arts. The theme of the Round Table is "Problems of Education in Russia. Methods and Ways of Solving Them." The author presents his view on the problem under discussion and, from the position of the concept of noospheric socialism he is developing, proposes ways of developing Russia in the 21st century, and defines the role of the scientific and educational society in this process.
