В статье проводится выборочная оценка влияния Азиатского банка инфраструктурных инвестиций (АБИИ) и Нового банка развития (НБР) на экономическое и социальное развитие развивающихся стран. На основе эмпирических данных и анализа проектов банков проверяется гипотеза о том, что несмотря на декларируемые цели по содействию Целям устойчивого развития ООН, их деятельность в основном воспроизводит структурные зависимости экономик стран-реципиентов. С использованием критерия “реальное развитие” (рост автономии, снижение зависимости, создание высокотехнологичных производств) показан минимальный вклад анализируемых проектов в структурные изменения. Реализация инфраструктурных проектов увеличивает размер задолженности без оздоровительной для экономики диверсификации структуры экспорта или локализации технологий. Проведенный анализ позволил выделить ряд взаимосвязанных причин, объясняющих геополитическую подоплеку интересов новых банков развития и провести сопоставление их деятельности с политикой традиционных многосторонних финансовых институтов. Теоретическая значимость исследования состоит в разработке и апробации системы критериев “реального развития”, которая выходит за рамки традиционных количественных метрик, таких как объемы финансирования или номинальный рост ВВП. Разработанная методика, интегрирующая экономические, социальные, технологические и финансовые индикаторы, позволяет проводить более нюансированную оценку эффективности кредитования по линии многосторонних финансовых институтов. Предложены рекомендации повышения эффективности АБИИ и НБР в финансировании проектов в развивающихся странах и направления дальнейших исследований рассматриваемой проблематики. Сделан вывод, что реальные сдвиги в расстановке сил в глобальной экономике зависят от способности новых банков развития сбалансировать свои геополитические амбиции с удовлетворением реальных потребностей развивающихся стран.
