AUTHOR GUIDELINES

Preparing the manuscript, authors are kindly requested to adhere to the following guidelines.

These guidelines prepared in accordance with COPE (Committee on Publication Ethics) and EASE (European Association of Science Editors) guidelines.

By submitting the manuscript, the author warrants that the paper is an original work that has not been previously published in Russian or other languages. If the paper has already been published, the author must inform the Editorial Team about the previous publication and provide written consent of the copyright holder to republish the paper. If the manuscript was written by more than one author, filling the author contributions is needed.

We do not accept:

  • previously published works or simultaneous submissions
  • submissions not meeting the below content and layout requirements

A. Article details

The following information should precede the article text (both in Russian and English languages):

  • initial letter of the given name and surname of the author (names of multiple authors should be separated by commas), academic degree and title, official place of work and position (full official name of the organization), contact e-mail address (to be published in the journal) for each author, ORCID iD or e-library SPIN-code
  • article title
  • abstract (200-250 words; the abstract should outline the contents of the article: goals, objective and methods of research, and a short conclusion)
  • keywords (up to 10)
  • JEL codes

B. Article text

General Requirements

The editorial office accepts manuscripts not exceeding 20 pages (format settings: Times New Roman, 12pt, 1.15 line spacing, page layout: 2 cm margins on all sides, standard tab (1.27 cm)), i.e. 40,000 characters (including spaces). We only accept articles submitted as .doc/docx files.

The translation from native languages should be made by professional translators or edited by proof-readers. Machine translations will be rejected. English-language papers should be written in accordance with the rules of punctuation, spelling and syntax.

The manuscript should be structured:  

  • For research articles, the IMRAD (Introduction, Methods, Results and Discussion) format is preferred.
  • For theoretical articles and reviews, the sections "Introduction", "Methods" or “Main part” and "Results" or "Conclusion" are required.

Unstructured manuscripts are not accepted for consideration.

Tables. Tables should be formatted as MS Word tables. The text and numbers within cells should be aligned using standard tools rather than spaces or empty lines. All tables should be numbered (consecutive numbering). The author should indicate the sources of the data given in the tables. All tables should be referenced in the text of the article.

Figures. The figures should be created in a format that allows editing and configuration changes without further recourse to the author. The figures created by other means than MS Word should have *jpeg (*jpg), or *tiff extension, with a resolution not less than 300 dpi. Graphs generated using specialized software should be saved or exported as PDF-document. All figures should be numbered (consecutive numbering). If the figure is not original the author’s obligation is to indicate the authorship.

Formulas. All formulas presented in the article should be numbered. The formulas should be editable and typed in MS Equation Editor or MathType. The automatic formula numbering and cross-references to the formulas or the reference list are unacceptable.

Citation. The Journal uses the Vancouver citation style. All sources referred to by the author should be mentioned in the text of the article. When creating a list of references, the author should refer to works available to reviewers and readers. Self-citation (inclusion the authors' works in the list of references) is allowed (however, no more than 10% of all references).

Links to Internet sources (news, reports, forums, videos), legal documents (laws, regulations, acts, etc.), statistical collections, newspaper publications, study guides should be put in footnotes (not in the list of sources). It is accepted to refer to dissertations/theses if these texts are available to the reader. Unpublished sources should not be referenced. For all Internet sources, including in footnotes, the date of access should be indicated.

C. Acknowledgements

The section includes all sources of external funding influencing the results, as well as information on people who contributed to the study but was not an author.

D. Information about the conflict of interest

The article should include any actual or potential conflict of interest. If there is no conflict of interest, author should write that "the author declares no conflict of interest".

E. References

The list of references in Latin script should be formatted according to the APA standard.

The reference list should include only the sources you refer to in the article. References should be arranged in alphabetical order.

All titles in Russian should be accompanied with their translations into English, with the words “(In Russian)”, enclosed in parentheses, at the end.

 

PUBLICATION FEE

Publication in “Journal of regional and international competitiveness” is free of charge for all the authors.

The journal doesn't have any article processing or submission charges.

 

COPYRIGHT AND PUBLICATION RIGHTS

All articles are published under an Attribution 4.0 International (CC BY-NC). This license allows reusers to distribute, remix, adapt, and build upon the material in any medium or format for noncommercial purposes only, and only so long as attribution is given to the creator.

It includes the following elements:

  • BY – Credit must be given to the creator
  • NC – Only noncommercial uses of the work are permitted

The author retains copyright and reserves the right to use the paper and its parts in their scientific research by including reference to the original publication in the Journal. Once published, a paper may only be republished after obtaining the written consent of the Journal, indicating copyright and referencing the publication in the Journal.

By submitting the article for review to the journal, the authors confirm their authorship. When a manuscript is written by a group of authors, one of them handles the manuscript submission process, acknowledging all co-authors. Each co-author must have participated sufficiently in the study to be listed as a co-author.

In accordance with CRediT authorship is based on significant intellectual contribution at any of the following stages of research: conceptualization; methodology; software; validation; formal analysis; investigation; resources; data curation; writing – original draft; writing – review & editing; visualization; supervision; project administration; funding acquisition.

Contributors who do not meet the criteria for authorship, including specific intellectual contribution, preparation and critical revision of the manuscript, approval of the final version of the manuscript, and agreement to be accountable for the work as a whole, cannot be listed as authors. Their contributions should be acknowledged in the “Acknowledgments” section of the article.

 

DERIVATION AND PLAGIARISM

“Journal of regional and international competitiveness” use plagiarism detection software Antiplagiat to check the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.

Manuscripts are selected for publication in the Journal according to the below procedure.

1. An incoming manuscript is registered and subjected to primary evaluation against the following formal and qualitative criteria: consistency with the general subjects of the Journal; compliance with content and layout requirements; logical and literate writing in English; presence of borrowings from open sources (verification is performed using plagiarism detection software Antiplagiat). Articles failing to meet these requirements will not be accepted for review, and the editors will notify the author accordingly, usually within 10 days of receiving the manuscript by the Editorial Team.

2. A manuscript accepted for review will be assigned to a member of the Editorial Team, who will communicate with the author regarding all further matters.

3. The review is organized by the Chief Editor or Deputy Chief Editor, who sends the article to at least two reviewers who are specialists in the relevant subject matter of the manuscript. A reviewer may be either a member of the editorial board or an external expert. Evaluation of articles is carried out according to the principle of “double blind” peer-review. The reviewer reviews the manuscript without knowledge of the authors' names. Likewise, the author does not know the name of the reviewer. Reviews usually take four to six weeks on average to complete.

4. Each review should:

  • evaluate the essence of the paper and its chances of being published
  • list of specific errors (if any)
  • suggest revisions (if any)

5. A reviewed article may be accepted for publication (5.1), returned to the author for revision (5.2), or rejected (5.3). The copies of the reviews are sent to the authors if needed.

  • 5.1 In case of a positive review, the editors will include the article in the portfolio for the final editorial preparation for publication (see point 6).
  • 5.2 Revised articles should be re-submitted to the reviewers, who will evaluate whether the revisions are consistent with their comments and/or whether the author’s refusal to revise on certain comments is reasonable. If the author declines revision, the manuscript will be withdrawn from consideration and rejected.
  • 5.3 In case of a negative review, the article will be considered by the Editorial Board’s working group, who will either decide on rejecting the article or on obtaining an additional review from an independent expert. The author will be notified if his/her article is rejected.

6. The authors have the right to argue the decision of reviewer to reject the manuscript and to remove it from consideration. To do this, they should send an appeal to the editorial board, addressed to the Chief Editor or Deputy Chief Editor. The appeal should include detailed reasons for the authors' disagreement with the decision of the reviewer, give reasons in favor of revising the decision, and send the revised manuscript (if such revision is appropriate). If authors and reviewers meet insoluble contradictions regarding revision of the manuscript, the Chief Editor resolves the conflict by his own authority. The decisions made by the Chief Editor are not subject to challenge.

7. The presence of two positive reviews does not guarantee the publication of the manuscript. The final decision on accepting the manuscript for publication rests with the journal's Chief Editor .

8. The Chief Editor or Deputy Chief Editor will make and approve the final decision on the article publication date according to the usual work procedure, when compiling and structuring issues for publication. The author is informed of the final editorial decision.

9. Reviews are being kept in the editorial office for 5 years. Editors are obliged to send the copies of the reviews to the Ministry of Science and Higher Education of the Russian Federation in case a relevant query comes in.

10. Manuscript reviews since 2023 are published on the platform of the Scientific Electronic Library (e-Library).

11. To conduct editorial review, authors may be requested to provide intermediate (raw) data relevant to the manuscript. Authors should be prepared to make such information freely available in accordance with ALPSP-STM Statementon Data and Databases where feasible. In any case, authors should be prepared to retain such data for a reasonable time after publication.

An article may be retracted at any stage of peer review or after publication if the journal’s ethical principles are found to be in breach. The purpose of retraction is to inform readers of materials containing seriously flawed or erroneous data that cannot be trusted. Unreliability of data may be caused by both honest errors and deliberate violations (duplicate publications, plagiarism, concealment of a conflict of interest that may distort the interpretation of the data or recommendations for their use). In addition, retraction serves to ensure scientific integrity by notifying other authors and readers that the results of the retracted article cannot be used in subsequent studies. An important goal of retraction is to maintain the integrity of scientific research by excluding data that may be misleading or inaccurate from scientific circulation. Thus, retraction helps to maintain a high level of scientific standards and trust in published research, ensuring that only reliable and reliable data remain in the scientific community.
Main grounds for retraction are as follows:

  • plagiarism.
  • third-party copyright infringement claims.
  • serious errors that undermine the published paper's scientific value.
  • author's request.

The retraction process shall involve an investigation, documentation, and publication of a notice in the next issue of the journal. Retracted papers shall be removed from reference databases.

PUBLISHING ETHICS

The journal's publisher, Yaroslavl State Technical University, is a member of the Association of Scientific Editors and Publishers (ASEP), Russia.

The actual standards relied on by the “Journal of regional and international competitiveness” are those developed by the Committee on Publication Ethics (COPE), as well as the declaration of "Ethical Principles of Scientific Publications", adopted by ASEP: https://rassep.ru/sovet-po-etike/manifesty/deklaratsiya/

1. Responsibility of the editors of the Journal

1.1 Editors are personally and independently responsible for the content of the materials published and recognize that responsibility. The reliability of the work in question and its scientific significance should always be the basis in the decision to publish.

1.2 Editors make fair and objective decisions, regardless of any commercial considerations and provide a fair and efficient process for the independent review.

1.3 Editors evaluate manuscripts intellectual content without regard to race, gender, sexual orientation, religion, origin, nationality, and/or the political preferences of the authors.

1.4 Editors do not work with articles for which they have a conflict of interest.

1.5 Editors publish corrections, clarifications and retractions when needed.

2. Responsibility of the reviewers of the Journal

2.1 Reviewer accepts materials for review only if the reviewer can ensure the quality of his/her work. A reviewer should decline to review a manuscript if she/he feels technically unqualified, if a timely review can't be done.

2.2 Reviewer notifies the Editorial Team of any conflict of interest (if one exists) before the start of the review of the materials.

2.3 Reviewer does not send information about the manuscript and or any of the data contained within the materials to any third party. Reviewer should treat the manuscript as confidential.

2.4 Reviewer does not use the information obtained from the manuscript for any personal and or commercial purposes.

2.5 Reviewer does not make conclusions about the quality of the manuscript on the basis of subjective data, e.g. the personal relationship to the author, gender, age, religion, etc.

2.6 Reviewer should clearly support and justify the basis for their review analysis.

2.7 All reviewers work on a voluntary basis and are not paid for their work.

3. Responsibility of the authors of the manuscript

3.1 Author are expected to adhere to the following ethical guidelines. When submitting the manuscript to the Journal the author accepts these standards of publication ethics.

3.2 Author submits materials for review, which have not been previously published. If the materials has been published, the author must provide the permission letter of the copyright holder to reprint the article.

3.3 Author does not submit the same article to different journals for review.

3.4 All co-authors consent to the submission of their articles to the journal.

3.5 Author informs the Editorial Team of a potential conflict of interest.

3.6 Author takes all the necessary steps to ensure the correctness of citations in the submitted materials. Author correctly cites his/her previous work as to avoid self-plagerism in the manuscript.

3.7 Author's central obligation is to present an accurate and complete account of the research performed, absolutely avoiding deception, including the data collected or used, as well as an objective discussion of the significance of the research. Plagiarism is not acceptable in the Journal.

3.8 Author may be asked to provide the raw data in connection with a paper for editorial review and should be prepared to provide public access to such data. Author properly corresponds with the reviewer through contact with the Chief Editor and responds to comments and observations if they arise.

3.9 Author, who is acting as the contact with Journal, informs all other co-authors of all changes and suggestions from the Editorial Team, and does not make decisions regarding the article alone without the written consent of all co-authors.

4. The responsibility of the publisher of the Journal

4.1 Publisher of the “Journal of regional and international competitiveness” is Yaroslavl State Technical University.

4.2 Publisher does not affect the editorial policy of the Journal.

5. Intellectual property

The intellectual property issues are regulated by legislation of Russian Federation and relevant international norms and agreements. Editorial Team should be sensitive to intellectual property issues and have to collaborate with the juridical department of University to avoid any violence of intellectual property laws and conventions.

6. Principles of Scientific Freedom and Scientific Responsibility
Researchers have the right to freely conduct scientific research and exchange knowledge and ideas without censorship. At the same time, they are obliged to adhere to the principles of intellectual honesty and to avoid any possible harm that may arise during the research or because of its publication in relation to others, society and the environment.

7. Impact and harm of research
Research must respect the dignity and rights of participants (individuals or groups) associated with the objects or topics under study, or the communities in which the research is conducted. The rights of tangible and intangible heritage, natural resources and the environment must be equally respected.
Indirect harms may also result from publication, such as stigmatization of vulnerable groups or misuse of results for unintended purposes (e.g. policies that undermine human rights).
The advancement of knowledge and understanding is a public good. However, although the pursuit of knowledge is considered a public good, considerations of potential harm may sometimes outweigh the purpose of finding or disseminating new knowledge, and it may be appropriate to decide not to carry out the research or not to publish the manuscript. Consideration of the risks and benefits of research underlies the editorial process of all forms of scientific publication. Editors may consider the potential harm of publication, seek external advice on the risk of harm and, in cases of significant risk that outweighs the potential benefit, may reject publication (or correct, retract, remove or otherwise change material already published).

8. Editorial Independence
This policy reflects the Journal’s commitment to the fundamental principle of editorial independence and intellectual freedom, which are the basis for objective editorial decision-making. Adherence to this principle ensures that editorial decisions and processes remain independent of any commercial or external influences.
Main provisions of the editorial independence policy

  • Independence of editorial decisions: all editorial decisions regarding peer review, acceptance, rejection and publication of articles are made exclusively by the editorial team of the Journal based on scientific criteria, the quality of the submitted material and its relevance to the scope of the Journal. These decisions remain independent of commercial or external interests and are aimed solely at maintaining scientific and editorial integrity.
  • Editorial structures and responsibilities: the editorial processes in the Journal are managed strictly within the editorial structure, including the editor-in-chief, the editorial board, reviewers, and, where appropriate, the ethics council. These structures work closely together to ensure the independence of editorial decisions, their scientific objectivity and compliance with high professional standards.
  • No external influence: Interference by representatives of commercial divisions, external sponsors or other interested parties in the editorial decision-making process is strictly prohibited. Interference of any kind, whether attempts to influence or comment on editorial decisions, is not allowed under any circumstances.
  • Maintaining editorial integrity: The principle of strict editorial independence is mandatory for all participants in the editorial process. Any deviation from this principle undermines the integrity of the editorial process and may negatively affect the scientific reputation of the journal. The journal strives to adhere to this principle in all situations to maintain a high level of trust in the scientific community.

9. Editorial Decision Appeal Policy
Authors who believe that there is merit in appealing an editorial decision to revise or reject their manuscript may submit a formal appeal. Appeal requests must be submitted in writing to the journal's email address with the subject line "Appeal" and the manuscript number in the subject line. Appeals will only be considered for peer-reviewed manuscripts and will not be considered for manuscripts rejected by the journal's editorial team without peer review. The appeal must be submitted by the corresponding author of the manuscript, and all authors must agree to submit the appeal.
The corresponding author must:

  1. Submit the appeal within 1 month of receiving the editorial decision.
  2. Not submit the manuscript to another journal or initiate the submission process to another journal while the appeal is pending.
  3. State in the appeal letter the reasons why the author disagrees with the decision and provide responses to each of the editors' and/or reviewers' comments that may have influenced the decision to reject, with supporting evidence. Appeals will not be considered if manuscripts were rejected due to non-compliance with the journal's editorial policies or disagreement about the interest, novelty, or appropriateness of the manuscript for the journal.
  4. Provide evidence if the author believes that the editor or reviewer made technical errors in evaluating the manuscript.
  5. Provide evidence if the author believes that the editor or reviewer may have had a conflict of interest or exhibited bias.

Appeal requests that do not meet the above requirements will be rejected and will not be considered by the journal.
The time required to review an appeal may vary depending on the circumstances giving rise to the appeal.
The corresponding author may withdraw the appeal request by sending an email to the same address from which the appeal was submitted, with "Withdrawal of Appeal" and the manuscript number in the subject line.
The appeal request will be reviewed by the Journal's Editor-in-Chief or a designated representative (e.g., members of the Editorial Board), depending on the nature of the appeal. In the event of a conflict of interest declared by the Editor, the appeal will be reviewed by a member of the Editorial Board who was not involved in the editorial and publishing cycle of the manuscript being appealed.
The appeal request will be evaluated in accordance with the policies and goals of the Journal. The Journal will notify the corresponding author of the outcome of the appeal.
The Journal's agreement to reconsider a decision on a submitted manuscript does not guarantee its acceptance, and the revision process may include re-review by previous or new reviewers and/or editors, as well as substantial revision of the manuscript. Only one appeal per manuscript will be considered, and the decision on the appeal is final. The Journal will not consider appeals if the issue is part of a legal dispute and reserves the right to suspend or terminate consideration of an appeal in such cases.

 

PEER REVIEW POLICY

Manuscripts are selected for publication in the Journal according to the below procedure.

1. An incoming manuscript is registered and subjected to primary evaluation against the following formal and qualitative criteria: consistency with the general subjects of the Journal; compliance with content and layout requirements; logical and literate writing in English; presence of borrowings from open sources (verification is performed using plagiarism detection software Antiplagiat). Articles failing to meet these requirements will not be accepted for review, and the editors will notify the author accordingly, usually within 10 days of receiving the manuscript by the Editorial Team.

2. A manuscript accepted for review will be assigned to a member of the Editorial Team, who will communicate with the author regarding all further matters.

3. The review is organized by the Chief Editor or Deputy Chief Editor, who sends the article to at least two reviewers who are specialists in the relevant subject matter of the manuscript. A reviewer may be either a member of the editorial board or an external expert. Evaluation of articles is carried out according to the principle of “double blind” peer-review. The reviewer reviews the manuscript without knowledge of the authors' names. Likewise, the author does not know the name of the reviewer. Reviews usually take four to six weeks on average to complete.

4. Each review should:

  • evaluate the essence of the paper and its chances of being published
  • list of specific errors (if any)
  • suggest revisions (if any)

5. A reviewed article may be accepted for publication (5.1), returned to the author for revision (5.2), or rejected (5.3). The copies of the reviews are sent to the authors if needed.

  • 5.1 In case of a positive review, the editors will include the article in the portfolio for the final editorial preparation for publication (see point 6).
  • 5.2 Revised articles should be re-submitted to the reviewers, who will evaluate whether the revisions are consistent with their comments and/or whether the author’s refusal to revise on certain comments is reasonable. If the author declines revision, the manuscript will be withdrawn from consideration and rejected.
  • 5.3 In case of a negative review, the article will be considered by the Editorial Board’s working group, who will either decide on rejecting the article or on obtaining an additional review from an independent expert. The author will be notified if his/her article is rejected.

6. The authors have the right to argue the decision of reviewer to reject the manuscript and to remove it from consideration. To do this, they should send an appeal to the editorial board, addressed to the Chief Editor or Deputy Chief Editor. The appeal should include detailed reasons for the authors' disagreement with the decision of the reviewer, give reasons in favor of revising the decision, and send the revised manuscript (if such revision is appropriate). If authors and reviewers meet insoluble contradictions regarding revision of the manuscript, the Chief Editor resolves the conflict by his own authority. The decisions made by the Chief Editor are not subject to challenge.

7. The presence of two positive reviews does not guarantee the publication of the manuscript. The final decision on accepting the manuscript for publication rests with the journal's Chief Editor.

8. The Chief Editor or Deputy Chief Editor will make and approve the final decision on the article publication date according to the usual work procedure, when compiling and structuring issues for publication. The author is informed of the final editorial decision.

9. Reviews are being kept in the editorial office for 5 years. Editors are obliged to send the copies of the reviews to the Ministry of Science and Higher Education of the Russian Federation in case a relevant query comes in.

10. Manuscript reviews since 2023 are published on the platform of the Scientific Electronic Library (e-Library).

11. To conduct editorial review, authors may be requested to provide intermediate (raw) data relevant to the manuscript. Authors should be prepared to make such information freely available in accordance with ALPSP-STM Statementon Data and Databases where feasible. In any case, authors should be prepared to retain such data for a reasonable time after publication.

 

AUTHORSHIP POLICY

The authorship shall be limited to the persons who have made a significant contribution to the research. They shall be listed as co-authors. All other involved parties shall be listed in the Acknowledgments section.
Each author must approve the submitted version of the manuscript (and any substantially modified versions to which the author contributed). Each author must acknowledge that he or she is solely responsible not only for his or her own contribution to the manuscript, but for its entire contents if the accuracy or integrity of any part of the manuscript, including those to which the author did not contribute, is in doubt.
The journal requires that all authors sign the manuscript submission letter and that the order of authors stated in the cover letter be followed. A manuscript submitted to the journal implies agreement by all listed authors with the contents of the manuscript, including the order and number of authors, and their contributions to the manuscript. The corresponding author is responsible for ensuring that this agreement is achieved and for communication with the journal before and after publication. The corresponding author is also responsible for filing a conflict-of-interest statement on behalf of all authors of the article.
The corresponding author is responsible for:

  1. Maintaining standards of transparency and reproducibility of data.
  2. Ensuring the preservation of original data/materials in accordance with best practices for their reanalysis.
  3. Confirming that the submitted data/materials are accurate to the original.
  4. Anticipating and minimizing barriers to the exchange of data/materials.
  5. Validity of the author list and description of their contribution.

After acceptance of the manuscript, the corresponding author is responsible for the accuracy of the content of the proofs, including co-authors' names, addresses, and affiliations. After publication, the corresponding author remains the primary contact for questions arising with the life cycle of the article and is obliged to promptly inform co-authors of any questions that arise.
Changes to the author list after manuscript submission, such as reordering, adding, or deleting authors, must be approved by all authors and accompanied by a protocol describing the author's contribution with the rationale for the change in authorship. The editors are not involved in the resolution of disputes about authorship.

Author Contribution Statement
The Journal of regional and international competitiveness supports research transparency by publishing author contribution statements detailing each author's contribution (author contribution is described according to the author roles described in the CREDIT system).

Author Identification
To enhance the transparency of the publication process, authors must provide an ORCID/Author id identifier.

 

RETRACTION POLICY

An article may be retracted at any stage of peer review or after publication if the journal’s ethical principles are found to be in breach. The purpose of retraction is to inform readers of materials containing seriously flawed or erroneous data that cannot be trusted. Unreliability of data may be caused by both honest errors and deliberate violations (duplicate publications, plagiarism, concealment of a conflict of interest that may distort the interpretation of the data or recommendations for their use). In addition, retraction serves to ensure scientific integrity by notifying other authors and readers that the results of the retracted article cannot be used in subsequent studies. An important goal of retraction is to maintain the integrity of scientific research by excluding data that may be misleading or inaccurate from scientific circulation. Thus, retraction helps to maintain a high level of scientific standards and trust in published research, ensuring that only reliable and reliable data remain in the scientific community.

Main grounds for retraction are as follows:

  • plagiarism.
  • third-party copyright infringement claims.
  • serious errors that undermine the published paper's scientific value.
  • author's request.

The retraction process shall involve an investigation, documentation, and publication of a notice in the next issue of the journal. Retracted papers shall be removed from reference databases.

 

GENERATIVE AI POLICY

Considering the development of generative AI and AI-assisted technologies, which are increasingly being used by authors in the creation of scientific manuscripts, the Journal of regional and international competitiveness has developed a policy aimed at regulating their use. The journal will closely monitor developments in this area and adjust and clarify its policy as necessary.

Policy for Authors

Use of Generative AI and AI-assisted technologies in the process of scientific writing

This policy applies exclusively to the process of writing and does not cover the use of AI for data analysis or obtaining scientific conclusions as part of the research process.

Purpose of AI Use

Authors may use generative AI and AI tools only to improve the readability and language of their manuscripts. The use of these technologies must be supervised by humans, and the results must be carefully checked and edited by the authors. It is important to note that AI may generate text that appears authoritative but contains incorrect, incomplete, or biased statements.

Responsibility and Disclosure [of Information]

Authors are solely responsible for the content of their work. The use of AI tools must be disclosed in the manuscript, and this disclosure will be included in the published article to ensure transparency and build trust among all participants in the publication process.

Exclusion of AI from co-authorship

AI tools cannot be listed as authors or co-authors. Authorship implies responsibilities and performance of tasks that can only be assigned to a human. Authors have a responsibility to ensure that the work is original, meets ethical standards, and does not infringe the rights of third parties.

Use of AI in Illustrations and Graphic Design

No AI-powered Image Creation or Modification

Using generative AI or AI tools to create, modify, or process images in manuscripts is prohibited. Adjustments to brightness, contrast, and color balance are permitted if they do not distort the data presented.

Exception

If the use of AI is part of the research methodology (e.g., in biomedical imaging), it should be described in detail in the Methods section, including the name and characteristics of the AI-tool used.

Reviewer Policy

Submitted manuscripts are confidential documents and uploading them or parts of them to AI tools is unacceptable, as this may violate the authors' privacy and intellectual property rights. This rule also applies to reviews, as they may contain confidential information about the manuscript and authors. Using generative AI to assist in scientific peer review is unacceptable, as the peer review process requires critical thinking and independent assessment, which is beyond the capabilities of AI. The responsibility for the content of the review lies entirely with the reviewer.

The journal allows the use of secure AI technologies to check manuscripts for completeness, plagiarism, and find suitable reviewers, while maintaining confidentiality standards.

Editors Policy

All manuscripts submitted for review must remain confidential documents. Uploading them or any part of them to AI tools is not allowed, as this may violate the authors' rights and privacy. Accordingly, the use of generative AI to assist in editorial decisions is prohibited. Evaluation of manuscripts requires critical thinking and an objective approach that only editors can provide. Editors are ultimately responsible for the editorial process, the final decision on the manuscript, and its communication to the authors.

 

POLICY OF DISCLOSURE AND CONFLICTS OF INTEREST

Unpublished data derived from manuscripts shall not be used for personal purposes. Reviewers shall avoid any conflicts of interest that might arise from their relationship with the authors, or any organizations associated with the manuscript.

The corresponding author is responsible for submitting a conflict-of-interest statement on behalf of all authors of the article. A conflict of interest is defined as a financial or non-financial interest that may directly undermine, or be perceived to undermine, the objectivity, integrity, or value of the publication by potentially influencing the authors' judgments and actions regarding the objective presentation of data, analysis, and interpretation.

Financial conflicts of interest:

(1) Funding: Research support (including salaries, equipment, supplies, and other expenses) from organizations that may benefit or lose financially from this publication. Any role the funding organization played in the conceptualization, design, data collection, analysis, decision to publish, or preparation of the manuscript must be disclosed.

(2) Employment: Recent (at the time of the study), current, or prospective employment with any organization that may benefit or lose financially from this publication.

(3) Personal financial interests: Stocks or shares in companies that may benefit or lose financially from the publication; consulting fees or other remuneration (including payment for participation in symposia) from organizations that may benefit or lose financially; patents or patent applications (issued or pending) held by the authors or their institutions, the value of which may change as a result of publication. For patents and patent applications, the following information should be disclosed: applicant (author or institution), name of inventor(s), application number, application status, specific aspect of the manuscript covered by the patent application.

Non-financial conflicts of interest

Non-financial conflicts of interest can take many forms, including personal or professional relationships with organizations and individuals. Authors and reviewers should declare any unpaid roles or relationships that might influence the publication process. Examples of non-financial conflicts of interest include, but are not limited to:

(1) Unpaid membership in a governmental or non-governmental organization.

(2) Unpaid membership in an advocacy or lobbying organization.

(3) Unpaid advisory role to a commercial organization.

(4) Consultancy for a company.

Authors

Authors must disclose and list any conflicts of interest during the manuscript submission process through the submission system. The corresponding author must provide a statement on behalf of all authors. In the case of double anonymous peer review, reviewers will receive a minimal statement during the peer review process indicating the presence of financial or non-financial interests in order to avoid disclosing the authors' identities.

Regardless of the peer review model, all authors must include a statement at the end of the published article stating whether they have any conflicts of interest, using one of the standard options:

  • "The authors declare that they have the following conflicts of interest: ..."
  • "The authors declare that they have no conflicts of interest."
  • "The authors declare that they are bound by confidentiality agreements that do not allow their conflicts of interest in this work to be disclosed."

Reviewers

The Journal of regional and international competitiveness encourages reviewers to exclude themselves from the review process if there is a significant conflict of interest. Reviewers should inform editors of any conflicts of interest that may be perceived as significant. Editors will consider these statements when accepting recommendations from reviewers.

  • Attributing the source and ensuring compliance with license terms, if applicable (e.g., for Creative Commons open licenses).

There are several situations where permission may not be required, such as:

  1. Public domain: Materials that are not protected by copyright because they are in the public domain.
  2. Open licenses: Materials published under Creative Commons licenses may be used if the terms of the license are followed, such as attribution, but with restrictions on commercial use or modification.

Adherence to this policy is important to ensure the legality of the published work and to protect the rights of all contributors. Authors should exercise caution when using third-party materials to avoid possible copyright infringement, as this may result in the refusal to publish or retraction of the article if infringement is discovered.

 

ACCESS TO DATA POLICY

The editorial board of the Journal of regional and international competitiveness is committed to maintaining the transparency and reproducibility of scientific research. This policy applies to data that is not included directly in the text of the manuscript but may be required by reviewers and other researchers to verify the reliability and transparency of the conclusions presented in the article.

Authors' responsibilities

Authors should be prepared to provide any additional data confirming the results of the study, if requested by the editors or reviewers during the review process. Such data may include:

  1. Initial data (e.g. observational or experimental data).
  2. Data processing methods, scripts, and algorithms.
  3. Experimental materials and protocols that facilitate reproducing the results.
  4. Any intermediate stages of analysis that allow the reliability of the final results to be verified.

Data formats and access

Data provided by authors upon request should be available in formats convenient for reuse (e.g. CSV, Excel, or text formats for data, and PDF or protocols for methods and descriptions). Data can be:

  1. Transferred to reviewers directly through the journal platform, while maintaining confidentiality
  2. Stored in publicly accessible data repositories, e.g. Zenodo, Mendeley Data, with the ability to temporarily restrict access until the article is published.

Role of reviewers

Reviewers have the right to request additional data from authors to more thoroughly check the conclusions presented in the article. These requests must be justified and relate only to those data that directly affect the verification of the reliability of the study.

Data confidentiality

If data is provided to reviewers at the peer review stage, the editorial board undertakes to maintain confidentiality. Additional data will be available exclusively to reviewers and the editorial team and will not be published without the permission of the authors.

Data Publication

After the peer review process is completed and the article is accepted for publication, authors are encouraged to publish additional data in publicly accessible repositories to maintain transparency and promote further use of data in scientific research. All links to repositories and data in the article must be indicated.

Refusal to Provide Data

If authors refuse to provide additional data upon reasonable request of reviewers, the editors reserve the right to suspend the review process or refuse publication, considering the importance of the data for verifying scientific conclusions.

Control and responsibility

The editors reserve the right to request and verify the availability of data from authors in case of justified complaints about the lack of transparency of results after publication. In cases of violation of the principles of openness and transparency, the editors may initiate a process of investigation and revision of the publication.

The editors of the journal highly value the contribution of authors to the openness of science and support efforts aimed at ensuring the reuse of data. This policy is designed to ensure compliance with high standards of scientific ethics, promoting transparency and reproducibility of research.

“Journal of regional and international competitiveness” is an open access journal and is subject to the CC BY-NC license.

Journal open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition – it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

All papers are assigned a Digital Object Identifier (doi).

AUTHOR GUIDELINES

Preparing the manuscript, authors are kindly requested to adhere to the following guidelines.

These guidelines prepared in accordance with COPE (Committee on Publication Ethics) and EASE (European Association of Science Editors) guidelines.

By submitting the manuscript, the author warrants that the paper is an original work that has not been previously published in Russian or other languages. If the paper has already been published, the author must inform the Editorial Team about the previous publication and provide written consent of the copyright holder to republish the paper. If the manuscript was written by more than one author, filling the author contributions is needed.

We do not accept:

  • previously published works or simultaneous submissions
  • submissions not meeting the below content and layout requirements

A. Article details

The following information should precede the article text (both in Russian and English languages):

  • initial letter of the given name and surname of the author (names of multiple authors should be separated by commas), academic degree and title, official place of work and position (full official name of the organization), contact e-mail address (to be published in the journal) for each author, ORCID iD or e-library SPIN-code
  • article title
  • abstract (200-250 words; the abstract should outline the contents of the article: goals, objective and methods of research, and a short conclusion)
  • keywords (up to 10)
  • JEL codes

B. Article text

General Requirements

The editorial office accepts manuscripts not exceeding 20 pages (format settings: Times New Roman, 12pt, 1.15 line spacing, page layout: 2 cm margins on all sides, standard tab (1.27 cm)), i.e. 40,000 characters (including spaces). We only accept articles submitted as .doc/docx files.

The translation from native languages should be made by professional translators or edited by proof-readers. Machine translations will be rejected. English-language papers should be written in accordance with the rules of punctuation, spelling and syntax.

The manuscript should be structured:  

  • For research articles, the IMRAD (Introduction, Methods, Results and Discussion) format is preferred.
  • For theoretical articles and reviews, the sections "Introduction", "Methods" or “Main part” and "Results" or "Conclusion" are required.

Unstructured manuscripts are not accepted for consideration.

Tables. Tables should be formatted as MS Word tables. The text and numbers within cells should be aligned using standard tools rather than spaces or empty lines. All tables should be numbered (consecutive numbering). The author should indicate the sources of the data given in the tables. All tables should be referenced in the text of the article.

Figures. The figures should be created in a format that allows editing and configuration changes without further recourse to the author. The figures created by other means than MS Word should have *jpeg (*jpg), or *tiff extension, with a resolution not less than 300 dpi. Graphs generated using specialized software should be saved or exported as PDF-document. All figures should be numbered (consecutive numbering). If the figure is not original the author’s obligation is to indicate the authorship.

Formulas. All formulas presented in the article should be numbered. The formulas should be editable and typed in MS Equation Editor or MathType. The automatic formula numbering and cross-references to the formulas or the reference list are unacceptable.

Citation. The Journal uses the Vancouver citation style. All sources referred to by the author should be mentioned in the text of the article. When creating a list of references, the author should refer to works available to reviewers and readers. Self-citation (inclusion the authors' works in the list of references) is allowed (however, no more than 10% of all references).

Links to Internet sources (news, reports, forums, videos), legal documents (laws, regulations, acts, etc.), statistical collections, newspaper publications, study guides should be put in footnotes (not in the list of sources). It is accepted to refer to dissertations/theses if these texts are available to the reader. Unpublished sources should not be referenced. For all Internet sources, including in footnotes, the date of access should be indicated.

The section includes all sources of external funding influencing the results, as well as information on people who contributed to the study but was not an author.

D. Information about the conflict of interest

The article should include any actual or potential conflict of interest. If there is no conflict of interest, author should write that "the author declares no conflict of interest".

E. References

The list of references in Latin script should be formatted according to the APA standard.

The reference list should include only the sources you refer to in the article. References should be arranged in alphabetical order.

All titles in Russian should be accompanied with their translations into English, with the words “(In Russian)”, enclosed in parentheses, at the end.

 

PUBLICATION FEE

Publication in “Journal of regional and international competitiveness” is free of charge for all the authors.

The journal doesn't have any article processing or submission charges.

 

COPYRIGHT AND PUBLICATION RIGHTS

All articles are published under an Attribution 4.0 International (CC BY-NC). This license allows reusers to distribute, remix, adapt, and build upon the material in any medium or format for noncommercial purposes only, and only so long as attribution is given to the creator.

It includes the following elements:

  • BY – Credit must be given to the creator
  • NC – Only noncommercial uses of the work are permitted

The author retains copyright and reserves the right to use the paper and its parts in their scientific research by including reference to the original publication in the Journal. Once published, a paper may only be republished after obtaining the written consent of the Journal, indicating copyright and referencing the publication in the Journal.

By submitting an article for publication to the Editorial Team, the author grants the Journal the following rights:

  • the right to reproduce, publish, distribute and archive the paper or its parts in any form. Each copy of the paper must contain the name of the author (authors) of the Paper, copyright and license type (CC BY-NC 4.0);
  • the right to put it into the public domain;
  • the right to use metadata of the paper by distributing them and putting in the public domain and including them in various databases and information systems;
  • to store and process personal data.

By submitting the article for review to the journal, the authors confirm their authorship. When a manuscript is written by a group of authors, one of them handles the manuscript submission process, acknowledging all co-authors. Each co-author must have participated sufficiently in the study to be listed as a co-author.

In accordance with CRediT authorship is based on significant intellectual contribution at any of the following stages of research: conceptualization; methodology; software; validation; formal analysis; investigation; resources; data curation; writing – original draft; writing – review & editing; visualization; supervision; project administration; funding acquisition.

Contributors who do not meet the criteria for authorship, including specific intellectual contribution, preparation and critical revision of the manuscript, approval of the final version of the manuscript, and agreement to be accountable for the work as a whole, cannot be listed as authors. Their contributions should be acknowledged in the “Acknowledgments” section of the article.

 

DERIVATION AND PLAGIARISM

“Journal of regional and international competitiveness” use plagiarism detection software Antiplagiat to check the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.

The Journal does not publish materials to accompany the advertising and does not sell advertising. All decisions on advertising placement are only accepted by the publisher. The Editorial Team reserve the right not to accept advertising materials, placement does not meet the publication policy.

Manuscripts are selected for publication in the Journal according to the below procedure.

1. An incoming manuscript is registered and subjected to primary evaluation against the following formal and qualitative criteria: consistency with the general subjects of the Journal; compliance with content and layout requirements; logical and literate writing in English; presence of borrowings from open sources (verification is performed using plagiarism detection software Antiplagiat). Articles failing to meet these requirements will not be accepted for review, and the editors will notify the author accordingly, usually within 10 days of receiving the manuscript by the Editorial Team.

2. A manuscript accepted for review will be assigned to a member of the Editorial Team, who will communicate with the author regarding all further matters.

3. The review is organized by the Chief Editor or Deputy Chief Editor, who sends the article to at least two reviewers who are specialists in the relevant subject matter of the manuscript. A reviewer may be either a member of the editorial board or an external expert. Evaluation of articles is carried out according to the principle of “double blind” peer-review. The reviewer reviews the manuscript without knowledge of the authors' names. Likewise, the author does not know the name of the reviewer. Reviews usually take four to six weeks on average to complete.

4. Each review should:

  • evaluate the essence of the paper and its chances of being published
  • list of specific errors (if any)
  • suggest revisions (if any)

5. A reviewed article may be accepted for publication (5.1), returned to the author for revision (5.2), or rejected (5.3). The copies of the reviews are sent to the authors if needed.

  • 5.1 In case of a positive review, the editors will include the article in the portfolio for the final editorial preparation for publication (see point 6).
  • 5.2 Revised articles should be re-submitted to the reviewers, who will evaluate whether the revisions are consistent with their comments and/or whether the author’s refusal to revise on certain comments is reasonable. If the author declines revision, the manuscript will be withdrawn from consideration and rejected.
  • 5.3 In case of a negative review, the article will be considered by the Editorial Board’s working group, who will either decide on rejecting the article or on obtaining an additional review from an independent expert. The author will be notified if his/her article is rejected.

6. The authors have the right to argue the decision of reviewer to reject the manuscript and to remove it from consideration. To do this, they should send an appeal to the editorial board, addressed to the Chief Editor or Deputy Chief Editor. The appeal should include detailed reasons for the authors' disagreement with the decision of the reviewer, give reasons in favor of revising the decision, and send the revised manuscript (if such revision is appropriate). If authors and reviewers meet insoluble contradictions regarding revision of the manuscript, the Chief Editor resolves the conflict by his own authority. The decisions made by the Chief Editor are not subject to challenge.

7. The presence of two positive reviews does not guarantee the publication of the manuscript. The final decision on accepting the manuscript for publication rests with the journal's Chief Editor .

8. The Chief Editor or Deputy Chief Editor will make and approve the final decision on the article publication date according to the usual work procedure, when compiling and structuring issues for publication. The author is informed of the final editorial decision.

9. Reviews are being kept in the editorial office for 5 years. Editors are obliged to send the copies of the reviews to the Ministry of Science and Higher Education of the Russian Federation in case a relevant query comes in.

10. Manuscript reviews since 2023 are published on the platform of the Scientific Electronic Library (e-Library).

11. To conduct editorial review, authors may be requested to provide intermediate (raw) data relevant to the manuscript. Authors should be prepared to make such information freely available in accordance with ALPSP-STM Statementon Data and Databases where feasible. In any case, authors should be prepared to retain such data for a reasonable time after publication.

An article may be retracted at any stage of peer review or after publication if the journal’s ethical principles are found to be in breach. The purpose of retraction is to inform readers of materials containing seriously flawed or erroneous data that cannot be trusted. Unreliability of data may be caused by both honest errors and deliberate violations (duplicate publications, plagiarism, concealment of a conflict of interest that may distort the interpretation of the data or recommendations for their use). In addition, retraction serves to ensure scientific integrity by notifying other authors and readers that the results of the retracted article cannot be used in subsequent studies. An important goal of retraction is to maintain the integrity of scientific research by excluding data that may be misleading or inaccurate from scientific circulation. Thus, retraction helps to maintain a high level of scientific standards and trust in published research, ensuring that only reliable and reliable data remain in the scientific community.
Main grounds for retraction are as follows:

  • plagiarism.
  • third-party copyright infringement claims.
  • serious errors that undermine the published paper's scientific value.
  • author's request.

The retraction process shall involve an investigation, documentation, and publication of a notice in the next issue of the journal. Retracted papers shall be removed from reference databases.

Publication in “Journal of regional and international competitiveness” is free of charge for all the authors.

The journal doesn't have any article processing or submission charges.

4 issues per year

All articles are published under an Attribution 4.0 International (CC BY-NC). This license allows reuses to distribute, remix, adapt, and build upon the material in any medium or format for noncommercial purposes only, and only so long as attribution is given to the creator.

It includes the following elements:

  • BY – Credit must be given to the creator
  • NC – Only noncommercial uses of the work are permitted

The author retains copyright and reserves the right to use the paper and its parts in their scientific research by including reference to the original publication in the Journal. Once published, a paper may only be republished after obtaining the written consent of the Journal, indicating copyright and referencing the publication in the Journal.

By submitting an article for publication to the Editorial Team, the author grants the Journal the following rights:

  • the right to reproduce, publish, distribute and archive the paper or its parts in any form. Each copy of the paper must contain the name of the author (authors) of the Paper, copyright and license type (CC BY-NC 4.0);
  • the right to put it into the public domain;
  • the right to use metadata of the paper by distributing them and putting in the public domain and including them in various databases and information systems;
  • to store and process personal data.

By submitting the article for review to the journal, the authors confirm their authorship. When a manuscript is written by a group of authors, one of them handles the manuscript submission process, acknowledging all co-authors. Each co-author must have participated sufficiently in the study to be listed as a co-author.

In accordance with CRediT authorship is based on significant intellectual contribution at any of the following stages of research: conceptualization; methodology; software; validation; formal analysis; investigation; resources; data curation; writing – original draft; writing – review & editing; visualization; supervision; project administration; funding acquisition.

Contributors who do not meet the criteria for authorship, including specific intellectual contribution, preparation and critical revision of the manuscript, approval of the final version of the manuscript, and agreement to be accountable for the work as a whole, cannot be listed as authors. Their contributions should be acknowledged in the “Acknowledgments” section of the article.

Journal open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition – it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

All papers are assigned a Digital Object Identifier (doi).

Journal of regional and international competitiveness — theoretical and practical journal dedicated to the issues of international and regional competitiveness.

The mission of the journal is to create and spread modern economic knowledge, publish the most interesting results of scientific research in the field of international and regional competitiveness, and to serve as an helpful forum for professional discussion of a broad spectrum of fundamental problems of competitiveness.

The journal accepts the following for publication: original articles, translations of published articles from Russian language journals (with the consent of the right holder for the translation and publication), reviews, events reports, and book reviews.

Publication language: Russian, English.
